Reported by ferrytin...@gmail.com, Nov 22 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Notice that Google Chrome comes with smooth scrolling by default
2. Get headaches of the smooth scrolling
3. Visit the accessibility page of the settings page

What is the expected behavior?
Find a setting on the accessibility section of the settings page to turn off this headaches inducing feature

What went wrong?
Feature was not found on the expected place, but instead hidden under chrome://flags

Did this work before? No

Chrome version: 62.0.3202.94 Channel: stable
OS Version: 10.0
Flash Version:

Since smooth scroll has been introduced, it never appeared on the settings page
