Non-Regression:Unnecessary scrollbar appears for COMPOSE message overlay of Gmail in swanky device

Issue description

Chrome Version:64.0.3274.0/10151.0.0 dev channel Swanky
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->go to https://mail.google.com/mail/ca >>click to COMPOSE and Observe unnecessary scrollbar in COMPOSE overlay 

Actual:Unnecessary scrollbar appears for COMPOSE message overlay when the overlay is in Full screen
Expected: No such unnecessary scrollbar should be seen

This is a Non-Regression issue seen from M-55 swanky

Note:Issue is not seen in Linux,Windows OS and also in other chrome OS devices
