Steps to reproduce:
1. Launch Chrome ,navigate to above test URL and install the extension.
2. Go to www.facebook.com site and click on smile icon on Facebook window.
3. Now click on setting icon on emoji extension overlay and observe.

Actual Result: Setting icon is unresponsive on emoji reaction project extension overlay.
Expected Result:Setting icon should be clickable on emoji reaction project extension overlay.

This is regression issue broken in ‘M-64’ and below per-revision bisect result
