Regression : Unable to mute chrome://dino tab while dino game is being played with volume on.

Issue description

Chrome Version : 64.0.3275.0 (Official Build) 57df29264aaef643e8c48bead8701bacd94d1fbc-refs/heads/master@{#518486} 32/64-bit
OS : Mac(10.12.6) (10.13.2), Windows(7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://dino page.
2. Press ‘Space bar’ key to start the game (speaker icon appears for current tab) and try to mute the tab.
3. Observe.

Actual Result : Unable to mute chrome://dino tab while dino game is being played.

Expected Result : Should be able to mute chrome://dino tab since the ’Dino’ game supports audio output.

This is a regression issue broken in ‘M-64’ and using the per-revision bisect providing the bisect results,
Good build : 64.0.3243.0 (Revision : 509637)
Bad build : 64.0.3244.0 (Revision : 509944)

You are probably looking for a change made after 509775 (known good), but no later than 509776 (first known bad).

Still we are able to reproduce the issue on Windows 7,Mac 10.12.6 & Ubuntu 14.04 using chrome latest Canary-64.0.3278.0	as per C#0.
