Regression: [DevTools] Unnecessary console drawer window gets opened on pressing 'Esc' key.

Issue description

Chrome Version: 64.0.3275.0 (Official Build)57df29264aaef643e8c48bead8701bacd94d1fbc-refs/heads/master@{#518486} 32/64-bit.
OS: Windows(7,8,10)

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and go to 'Sources' section.
2. Go to 'Filesystem' under navigator section and click on '+ Add folder to workspace' option(Browse For Folder window will open).
3. Now press 'Esc' key from keyboard and observe.

On pressing 'Esc' key, Unnecessary console drawer window gets opened.
On pressing 'Esc' key, Only Browse For Folder window should get closed.

This is a regression issue, broken in M-64 series, will soon update other info.

Still we are able to reproduce the issue on Windows 7,Mac 10.12.6 & Ubuntu 14.04 using chrome latest Canary-64.0.3278.0	as per C#0.

With response to comment #6: Retested this issue on Mac(10.12.6) and Windows(7,8,10) machines using latest Canary build # 65.0.3293.0 (Official Build). This issue is still reproducible.
