Auto scroll is not observed on blocked popup overlay after pressing tab

Chrome Version: 64.0.3274.0 (Official Build)38c9257b930f883c3ab936b1274590c94cc08012-refs/head/master@{#518061} 32/64-bit.
OS: windows(7,8,10), Mac(12.10.6,10.13.2), Linux(14.1 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to http://www.popuptest.com/popuptest1.html
(2) Click on blocked popup icon (popup overlay opens), press Tab key .
(3) Observe the scroll bar

Actual: Auto scroll is not observed after pressing tab keys 

Expected: Auto scroll should be seen after pressing tab keys 

This is a Non-regression issue, seen from 'M63' i.e. 63.0.3214.0
