Cannot access some websites : ERR_ADDRESS_UNREACHABLE

Issue description

Steps to reproduce the problem:
1. Connect device to wifi network
2. Open Chrome
3. Open Websites for eg : https://m.onet.pl/,https://www.wp.pl/
4. Observe

What is the expected behavior?
The above webpages should open normally in A730F device like in other devices.

What went wrong?
Device cannot access to above webpages, all other devices in the network doesn't have any problem. 

On loading webpage error : 
This site can't be reached. 
ERR_ADDRESS_UNREACHABLE.

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 62.0.3202.94  Channel: stable
OS Version: N OS
Flash Version: 

Device : SM-A730F_CIS_SER
Chrome version : 62.0.3202.84
Android version : 7.1

Tested the issue on Samsung S7 (SM-G930F / Android 6.0.1) and Samsung J7 (SM-J710F / Android 7.0.0) using Chrome Stable# 62.0.3202.84 and could not reproduce the issue.

@ruchi.k -- Could you please provide us the screen cast and logs of the issue which would help us triage the issue further.

Could you please capture a NetLog dump according to the instructions at https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details and upload it here?

Also, do you have any reason to make this issue restricted?  (Adding "[Restricted]" to the summary does not do anything.)
