We recently upgraded Skia build bots on Linux and Windows. In order to continue running automated builds and tests for the m63 Skia branch, we need to cherry-pick the associated infrastructure changes to that branch.

We only need to cherry-pick these changes for automated testing of future cherry-picks to that branch; however, I'd like to do this now so that we are prepared.

I would like to merge https://skia-review.googlesource.com/c/skia/+/74940 into the Skia M63 branch for Chrome.
