I think this might be a CORS problem. When loading go/chromecals, I get: 

Failed to load https://ci.chromium.org/p/chromium/g/main/console: Response to preflight request doesn't pass access control check: No 'Access-Control-Allow-Origin' header is present on the requested resource. Origin 'http://chromium-build.appspot.com' is therefore not allowed access.

It seems to be back up. 

My suspicion is that this happened as a result of 78468fe and was reverted in 5ca6760, so I think this should be fine now? ( https://cs.chromium.org/chromium/infra/appengine/chromium_build/ )

I believe go/chromecals is unowned. It is technically part of build.chromium.org but only in the sense that it lives there. 

Probably sheriffing team is the best fit for an owner for chromecals since it's related to the rotations, but we've never worked on this particular service.
