Shift-F5 or CTRL-F5 doesn't seem to ignore cached files anymore

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Visit a webpage that you can replace an image on 
2. Upload the new image
3. Use Shift-F5 or CTRL-F5 to reload the page

What is the expected behavior?
The new image appears

What went wrong?
The cached image remains visible and the only way to see the new image is to actually go into the browser history and clear the cached images.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Not sure

Does this work in other browsers? Yes

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 10.0
Flash Version: 

This appears to be a relatively recent development and a lot of our users are having issues because they don't know how to do it manually.

Unable to reproduce this issue on reported version 62.0.3202.94 using Windows 10 with steps mentioned below.

1. Logged in to www.wix.com and selected one image.
2. Clicked on Manage Media >> In overlay opened selected image to replace and clicked on Replace Image button
3. Now selected  Image from local folder and clicked on apply. Now relaoded page using shift+ F5 and observed successful replace of image.

@Reporter: Could you please check the screencast and let us know if we miss anything. And also could you please provide sample URL on which you are seeing this issue.

I'm also unable to reproduce on 62.0.3202.94, on Linux.

Could you please capture a NetLog dump according to the instructions at https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details ?  Please load the page first, only after that press "Start Logging to Disk", then press Ctrl-F5 once on the page, then stop logging and upload the file here.  Thank you.

I have noticed that it only seems to occur on sites using the same platform
so may actually be an issue there. I'll attempt a bit more testing on those.
