Change MidiMessageQueue back to use base::circular_deque

MidiMessageQueue was changed to move std::deque, because Chrome OS doesn't have base::circular_deque.

Revert this modification once Chrome OS libchrome has been upreved to contain base::circular_deque.

Alternatively, we can consider moving these classes into libchrome, and then upreving libchrome for Chrome OS (so we don't have to deal with out of sync dependencies any more). Let us use this bug to discuss and track an appropriate solution for this.
