Desktop PWA: Print dialog should open in separate window, not within the app window

What steps will reproduce the problem?
(1) Open an installed PWA in an app window.
(2) Make the window very small.
(3) Three-dot menu -> Print.

What is the expected result?
Print dialog opens in a separate window.

What happens instead?
Print dialog is contained within the app window. This feels wrong for a stand-alone app window and since app windows may be very small, can make the print window also feel very small.
