Keyboard shortcuts doesn't work in "Privacy Error" screen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Open any site with certificate errors (common on intranets with captive portals)
2. Try to use any browser keyboard shortcut (such as CTRL+Tab or CTRL+W).

What is the expected behavior?
The keyboard shortcut should do what it is intended to do.

What went wrong?
The keyboard shortcuts does not work.

If you switch tabs, they work again.  But it is impossible to use any keyboard shortcut when the Privacy Error tab is focused.

Did this work before? No 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 10.0
Flash Version: 

This is a very old bug.  I just didn't reported it in the past, but it annoys me all the time.

Unable to reproduce this issue on reported version 62.0.3202.94 using Windows10 using below mentioned steps.

 Navigated to https://self-signed.badssl.com/input/web-payment and used ctrl+w and ctrl+tab and observed successful close and naviagtion to other tabs. Attaching video for reference.

@Reporter: Could you please check the video and let us know if we miss anything. And also could you please provide sample URL to test this issue further

Guys, I'm speechless.  Even I can't reproduce it anymore.
I tried again in my network captive portal, where I face this problem all the time, for months, and it just gone!  It's nonsense.

For now, I think we can close this issue.  My guess is that the certificate error is not exactly what was triggering the issue, as I always thought.

When I face it again, I create a new ticket with more detailed instructions on how to reproduce it.

I just faced the problem again, but I think it is difficult to reproduce.

This time, I paid more attention and the keyboard shortcuts stop to work AFTER I click "Advanced > Proceed to ... (unsafe)".  While the browser is Connecting (and before it starts to load the page), the keyboard shortcuts don't work.

That means the website you are accessing must have a high latency (which is somewhat usual in overloaded captive portals).

2. Clicked on Advance --> Proceed to self-signed badssl.com (unsafe)
3. Before the site loads clicked Ctrl+t, new tab get opened without fail in keyboard shortcuts


@Reporter: Could you please check the video and let us know if we have missed anything. This would help in further triaging of the issue.

I was able to reproduce using https://self-signed.badssl.com/input/web-payment with the following steps:

1. Navigated to link: https://self-signed.badssl.com/input/web-payment
2. Clicked on Advance > Proceed to self-signed.badssl.com (unsafe)
3. Quickly press Ctrl+T several times.  You should notice the shortcut only work after the page start to load.  The problem is only experienced when the status displays "Processing request...".

It may be a little difficult to reproduce if the latency of host self-signed.badssl.com is low.
About the video, the problem is that it does not use the shortcuts while the page is loading.

Forgot to mention.  To assure there's no extension involved, this last time, I tried to reproduce the steps, closing all instances of Chrome and running it with the command line:

"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disable-extensions --disable-plugins

And I was able to reproduce the problem described as well.

Tested this issue on Win 7 & Win-10 using the chrome reported version stable #62.0.3202.94 and canary #64.0.3278.0 and unable to reproduce the issue.

1.Launched chrome through terminal using the command "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disable-extensions --disable-plugins
2.Navigated to link: https://self-signed.badssl.com/input/web-payment
3.Clicked on Advance > Proceed to self-signed.badssl.com (unsafe)
4.Quickly press Ctrl+T several times and Observed that keyboard shortcut worked.

@rkalavakuntla, you are not being fast enough.

In the website you are trying to test, it is hard to reproduce because the keyboards shortcuts keep blocked for less than one second (the time it take to Connect to the website).

Also, it is important to film the Chrome Status bar.  As I noted, the problem only happens when "Processing request..." message is displaying (which takes less than one second).
I just found a great way to clear reproduce this issue.  Here are the new steps:

1. Navigate to link: https://self-signed.badssl.com/input/web-payment
2. Turn-off your internet (ex. disable your Ethernet interfaces)
3. Click on Advance > Proceed to self-signed.badssl.com (unsafe)
4. While it is trying to connect, try to use any keyboard shortcut.
