Unable to move a group of search results into a folder if the folder contains one of the items already

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36
Steps to reproduce the problem:
1. Create the bookmark structure:
test_folder
test_bookmark1:http://test/
test_bookmark_2:http://test/
note that testbookmark2 is in the root folder and testbookmark1 is nested under a folder
2. Do a search for "test", you should see the 2 bookmarks and a folder
3. select the 2 bookmarks
4. Drag the bookmarks over the bookmark folder "test_folder" either within the search results or the side bar (the action should not be allowed and "No" symbol is shown https://en.wikipedia.org/wiki/No_symbol)
What is the expected behavior?
This action should be allowed. Nothing should happen to the bookmarks existing in the folder. Bookmarks not already in the folder should be moved.
What went wrong?
Action is not allowed and "No" symbol is shown.

I am not sure if it worked earlier than this.

Able to reproduce the issue on windows 7 & 10 using chrome M62 #62.0.3202.94 and M64 #64.0.3280.0 . Issue is seen from M50 and is a Non-regression issue. MArking it as untraiged for further inputs on this. Note : This issue behavior is different in Mac and Linux , No symbol is not seen. Thanks!
