Issue descriptionChrome Version : 63.0.3239.52 OS Version: 10.0 URLs (if applicable) : facebook.com, newyorktimes.com, multiple others Other browsers tested: Add OK or FAIL after other browsers where you have tested this issue: Safari 5: Firefox 4.x: IE 7/8/9: No issues What steps will reproduce the problem? 1. Open a site on Chrome, scroll down page, scroll stops working, must drag bar on right side 2. 3. What is the expected result? What happens instead of that? Please provide any additional information below. Attach a screenshot if possible. UserAgentString: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.52 Safari/537.36

Unable to reproduce the issue on Win-10 using chrome latest beta #63.0.3239.59 and latest dev #64.0.3269.3. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Navigated to nytimes.com. 2. Scrolled down the page using mouse scroll. 3. Observed that the page got scrolled without any issues. smittytahoe@- Could you please check the issue using latest dev #64.0.3269.3 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Do you have any extensions installed? What hardware is this on? Have you tried in an incognito window? Does it work after you resize the window? There are a few extensions in the app store that break scrolling it might be one of those.
