Ellipsis position calculation fails in RTL/LTR

Project Member Reported by jose.dap...@lge.com, Nov 21 2017

Issue description

Chrome Version : 64.0.3275.0 (Linux)
URL : (attached test)
Behavior in Safari 4.x/5.x: broken.
Behavior in Firefox 3.x/4.x: works (tested with Firefox 57.0).

What steps will reproduce the problem?
(1) Open the attached webpage
(2) Try with different kerning and RTL/LTR options.

Expected outcome:
* On the texts where ellipsis is needed, it is visible at the end of the text exactly, not below the end, not cutted by the bounding box.

Actual outcome:
* The ellipsis are shown in wrong places.

Able to reproduce this issue on Win-10 and Ubuntu 14.04 using chrome reported version #64.0.3275.0 and latest stable #62.0.3202.94.
Issue is not seen on OS-Mac.
This is a non-regression issue as it is observed from M50 old builds.

Hence, marking it as untriaged to get more inputs from dev team.

Thanks...!!

From the repro: 'The ellipsis is treated correctly when kerning is disabled', I don't observe this difference in Chrome stable 62.0.3202.89 on Ubuntu 16.04 - regardless of the kerning setting the ellipses are incorrectly positioned or cut off.

Yes, it is broken in both cases (both in Chromium and WebKit). Didn't remember the test case provided here was stating wrongly it would work with kerning disabled.

Sorry for the misleading comment in the test case!
