Chrome does not connect to Internet after waking up from Sleep/Standby

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open chrome and browse websites as regularly
2. Let the PC go into Sleep/Standby mode
3. 

What is the expected behavior?
When the PC wakes up Chrome should be connect to the Internet and allow you to browse websites.

What went wrong?
Chrome does not connect to the Internet and does not load any websites. You have to restart the Chrome instance by killing it in order to be able to connect to the internet again.

All other browsers and apps can connect to the internet while this happens.

Does this include Opera? I am getting a similar issue, and Opera fails in the same way as Chrome while Edge and Firefox seem okay.

Chrome (and Opera) become responsive again around a minute after sleep. This is Win10, 62.0.3202.94.

This behavior first appeared a few months ago.
I have not tested on Opera.

The approximate one minute delay for things to start to respond again also applies to my case. It should also show that in the chrome-net-export-log.json attachment.

Today this also happened after a clean boot.

Some more details:

* Oddly enough, the window titles are loaded and displayed in the tabs at the top immediately. -> It's almost like only rendering of the page is delayed?
* This also happens for pages like chrome://settings/ !

Unable to reproduce the issue on Windows 7,10 desktop and laptop using reported version #62.0.3202.89,latest chrome Stable #62.0.3202.94 & on latest Canary #64.0.3279.0

Requesting Network team to look into this issue and help in investigating the attached log from comment#0

Net bug triager here.  I merged 770201.  There is a net log there, I had a look but could not spot a red flag.
