Web Worker Requests are passed through when offline mode is turned on

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36 Steps to reproduce the problem: Prerequisites: An application that uses web-workers and has HTTP calls inside of the worker thread 1. Open the Devtools 2. Turn on Offline mode in Network Tab 3. Run an action that triggers the Webworkers HTTP request What is the expected behavior? Requests should not be passed through since the browser is in Offline Mode What went wrong? Request is being passed through. Offline behaviour (failed http requests) is not testable Did this work before? Yes Chrome version: 62.0.3202.94 Channel: stable OS Version: OS X 10.12.6 Flash Version: We use this functionality for QA to make sure we provide proper error messages when there are network connection issues. Don't know how we can test this now with the new behaviour.
