Give ability in console for level 1 technicians to have read only access to devices

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
Right now the only permission we can give technicians is manage devices which is read/write (they can move devices or deprovision them).  

What is the expected behavior?
We'd like to give techs the ability to lookup devices for last checkin time and also be able to read the mac address. 

What went wrong?
We can't give techs this ability without also giving them ability to deprovision/move devices.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
