Regression : Camera screen is not available after discarding captured photo and again clicking 'Take photo' option in 'chrome://settings/changePicture' page of Jerry device |

Issue descriptionChrome Version: 64.0.3273.0/10149.0.0 dev-channel Jerry OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://settings/changePicture page (2)Now Click on 'Take photo' icon ->observe Camera screen is seen but got hanged. (3)Now Capture photo -> Click on 'Discard photo' -> Focus moves to 'Google profile picure' (4)Now again click on 'Take photo' option -> observe loading screen is seen (Please refer video) Note: 1.Waited up to 2-3 min but still camera screen is not seen i.e. only loading screen is seen. 2.Issue is also seen in 'Set your profile picture' overlay 3.Issue is not seen in 'Create Supervised user' overlay 4.Issue is working fine in Glimmer,Celes and Spring Expected: a)On clicking 'Take photo' icon for first time on navigating to chrome://settings/changePicture page -> Camera screen should not be hanged as mentioned in Step (2) b)After step (4) Camera screen should be seen Actual: Instead a)On clicking 'Take photo' icon for first time on navigating to chrome://settings/changePicture page -> Camera screen is hanged b)loading screen is seen This is Regression Issue as same is working fine in 64.0.3270.0/10134.0.0 dev-channel Jerry @stevenjb : Please confirm the Issue

Nothing obvious in that range. And no changes related to the change picture UI in the range. We'll need a more exact bisect down the the exact change that caused this.

Unable to reproduce the issue on 64.0.3282.22/10176.11.0 - Jerry On step#4, "TakePhoto" works fine without the issue.

Unable to reproduce the issue on 64.0.3282.22/10176.11.0 - Minnie @mmanchala, I'm not able to reproduce the issue on Jerry/Minnie. Could you try to reproduce the issue on latest Chrome/CrOS build.
