Scrolling of page is not smooth during selecting the page using tap/touch.

Chrome Version: 63.0.3239.59 (Official Build)e1443a5742ff0c6b1112c387e627d7018cdb9ecb-refs/branch-heads/3239@{#550} 32/64-bit.
OS: Windows-10 Touch device.

What steps will reproduce the problem?
1. Launch Chrome and go to https://en.wikipedia.org/wiki/Facebook
2. Long press on any text in such a way that selection highlight appears.
3. Put the finger on right ball of selection highlight and drag the finger downward and hold it on Windows task bar, observed. (Refer attached video)

Scrolling of the page is not smooth and it is very much slow when we selecting the page using tap/touch.
Scrolling of page should be smooth.

NOTE: This issue is not observed in Firefox browser i.e. scrolling is very much smooth in Firefox.

This is a non-regression issue, seen from M-50 series.

Certainly seems like an issue. We should probably look at a trace and analyze it.

Chrome scroll feels smooth (not too bad) now. The issue is the area to trigger scroll is too small on Chrome. Feel free to grab the Surface Go to feel it.
