Issue descriptionSteps to reproduce the problem: 1. Reboot a device 2. DO NOT open up Chrome What is the expected behavior? What went wrong? Even though Chrome is not started or removed in the recent list,ChromeBackupAgent calls Chrome and query is called in the backgroud and it consumes data. Did this work before?
