Untitled page bug

Issue description

Chrome Version       : 62.0.3202.94
URLs (if applicable) : all
Other browsers tested: irrelevant
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: ok
    Firefox: ok
       Edge: ok

What steps will reproduce the problem?
(1) open chrome
(2) try to load any page or menu (such as settings or extensions)

What is the expected result?
Loading a webpage

What happens instead?
Grey page, untitled tab name. Repeats on every new tab.

Please provide any additional information below. Attach a screenshot if
possible.
Posting from phone, screencap is a pain. Chrome on mobile and other machines on network is fine. Same chrome login. There is a long history of this bug dating back to 2012, just search "Chrome untitled tab bug". No real fixes, just users giving up.

Have reinstalled Chrome, deleted extensions in regedit, delete cache, deleted local profile,  rebooted, tried the "no sandbox" fix, just causes Chrome to lag on opening white screen.

Most astounding thing is I didn't even reboot. Opened chrome this morning, usual YouTubeing. Closed it, went to work, came home, broken.

Unable to reproduce the issue on Win-10, mac 10.12.6 and ubuntu 14.04 using chrome reported version #62.0.3202.94 and latest canary #64.0.3275.0.

Following are the steps followed to reproduce the issue.
------------
1. Opened chrome browser.
2. Navigated to chrome://settings, nytimes.com, yahoo.com e.t.c
3. Observed that webpage got loaded without any issues.

Reporter@ - Could you please check this issue on latest canary #64.0.3275.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Fixed bug by renaming shortcut to chromed. Shortcut has to be renamed every time browser updates - I'm guessing something corrupt with profiles or registry?

Unable to reproduce the issue on reported version 62.0.3202.94 and latest canary 64.0.3275.0 using Windows 10, Mac 10.12.6 and Ubuntu 14.04 with steps mentioned in comment#0. i.e; Observing successful loading of chrome://extension , chrome://settings , facebook.com etc.

As this is not reproducible from chrome TE end, Could soemone from UI>Browser>Profiles team take a look into this.
