ARC Inline settings doesn't sync with notifier settings in notification center

Issue description

Chrome Version: 64.0.3273.0
OS: Chrome OS, 10149.0.0 (canary on chell)

What steps will reproduce the problem?
(1) Click inline settings button on an ARC notification.
(2) Select "Block all notifications" and done.
(3) Open notifier settings form the right bottom of notification center.

What is the expected result?
Notifier settings should be in sync with the ARC inline settings.

What happens instead?
It does not reflect the change on the ARC.
(In this case, "Gmail" in the screenshot should be unchecked.)
