Pinch doesn't work after pinch and move cursor

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Example URL:
https://google.com/

Steps to reproduce the problem:
1. Pinch on page
2. Move cursor to other position
3. Pinch again

What is the expected behavior?

What went wrong?
Pinch doesn't work

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? No
 Safari 11.0.1

Chrome version: 62.0.3202.94  Channel: stable
OS Version: OS X 10.12.6

If pinch work, try again

1. Pinch on page
2. Release one finger (don’t release the second finger)
3. Move cursor to other position
4. Place finger back
5. Pinch again - it doesn't work

Unable to reproduce this issue on reported version 62.0.3202.94 using Mac 10.12.6 with steps mentioned in comment#0.

1. Pinched using track pad (using two fingers)
2. Move cursor to other position
3. Pinch again using track pad (using two fingers)
4. Page got pinched after changing the cursor position

@Reporter: Could you please check the video and let us know if we missed anything in reproducing the issue. This would help in further triaging of the issue and 
Can you please confirmif it is Mac touch screen issue

Note: We also tried to reproduce the issue using windows surface pro touch screen, unable to reproduce the issue on latest build 64.0.3275.0

I have reproduced this issue on Macbook Air in Chrome and Safari (see screenshots in attach). Also, it's reproduced in Chrome Canary.

Also, I'm record a video on jsfiddle with fired events. All times, than nothing happing (events not fired) I'm trying to pinch the page.

Unable to reproduce the issue on reported version 62.0.3202.94 and latest Canary 64.0.3276.0 with given jsfiddle in C#5 using Track pad.

Please find the attached screen-cast and let us know if we have missed any steps in the process of reproducing the issue and also let us know if you are using touch screen

I can reproduce this but this is the gesture event stream that the Mac OS X gives us. It isn't determined by Chrome at all.

Since it happens in Safari as well there isn't much we can do about it. I suggest reporting an issue to Apple asking them to reconsider their Gesture behavior for the touchpad.
