compile failure on "WinMSVC64 (dbg)" with webrtc roll 2707fb278..202be3957

Issue description

The following 3 builds failed

 Bug 787192  tried to fix this, but it looks not yet.
Components: -Infra Blink>WebRTC
Summary: compile failure on "WinMSVC64 (dbg)" with webrtc roll 2707fb278..202be3957 (was: compile step on "WinMSVC64 (dbg)" is flaky)
It's not flaky. It's just caused by the webrtc roll 2707fb278..202be3957.

carlosk@ reverted it in
https://build.chromium.org/p/chromium.win/builders/WinMSVC64%20%28dbg%29/builds/215
but it was rolled again.

I've reverted it at:
https://chromium-review.googlesource.com/c/chromium/src/+/781339

and switched the AutoRoller to the dry run mode.
