Create new projects groups overview page -> /p/<project_id>/g

Issue description

URL: ci.chromium.org/p/${project_id}/g

Purpose of page: 
An overview of the groups defined for the project. Should contain short descriptions of the groups implemented, links to groups and their views (console view and builders view). 

ToDo: Needs builders lists for groups. Will need to remove redirects. See above for page features.
