Onion soup content/renderer/installedapp/

Issue description

The code inside of content/renderer/installedapp/ needs to inside of blink as part of the onion soup project (modules/installedapp/?).

At the time, this was implemented with as much code in Blink as possible, but RelatedAppsFetcher could not be put into Blink because it depended on the Manifest (which was in Chrome).

This seems to still be blocked on onion-souping ManifestManager (Issue 704441), which I see is already listed as a blocker.

Note that we may be removing this code when the origin trial ends at the end of January. This is still up in the air. It may not be worth refactoring it now.
