Onion soup content/renderer/image_capture/

The code in content/renderer/image_capture/ needs to be moved to a new home inside of blink as part of the onion soup project.

There's some discussion on this in the onion soup spreadsheet, but I believe it's blocked on media/WebRTC onion soup (it uses MediaStreamSink). 

I'm marking as available for now, because I don't think I'll have time to look at it in the near future.

#7 is right, this Issue should be blocked on the MediaStream infrastructure
being onion-soup-ified first.
