Remove URL parameter from ReportingServiceProxy methods

Issue description

In all cases, it looks like document->Url() is passed as the parameter. We should just get the URL from GetLastCommittedUrl() and avoid the need to pass this over IPC from a less to more trusted process.
 
This might not always be the case; in the future, it could be a subresource. That said, if you gesture vaguely in the direction of where I can grab that URL, I can rewrite the current ones to use it.
