Issue description

Chrome OS: 10146.0.0, 64.0.3272.0 dev channel caroline device

What steps will reproduce the problem?
1. Open .rar file from Downloads folder of Files app. It gets mounted on Files.
2. Now sign out and sign in back and open Files app.
3. Repeat step 1 and shutdown the device.
4. Power on the device and open Files.

What is the expected result?
.rar file should remain mounted, after signing- in back / after device power on.

What happens instead?
Step 2 & 4: .rar file is unmounted.

PS: As a contrast, the behavior with .zip files is that it remains in mounted state even after sign-in back or after the device power on.

yamaguchi@/fukino@ - Is there a reason why .rar files seem to be behaving differently than .zip files?

For this case, I don't feel strongly as to whether the archive file should remain mounted or is unmounted on sign in/sign out, but the behavior should be consistent.

We decided not to mount ZIP file automatically after singing out and in.
The existing mechanism for any extensions providing file system is made to resume the mount status upon next sign-in. So the component extension like ZIP archiver had followed that behavior.

RAR has not been affected as it's not handled by an extension but handled separately.
