Command-C doesn't copy URLs in the URL bar

Issue description

Chrome Version 62.0.3202.70
Device Type: iPad Pro 12.9

Behavior in Safari (if applicable): URL is copied to the clipboard

Steps to reproduce:
(1) Make sure you have a Smart Keyboard attached
(2) Open chrome://version in Chrome
(3) Select the Chrome version on the page
(4) Press Command-C
(5) Select the URL in the URL bar (should read chrome://version)
(6) Press Command-C
(7) Press Command-V

Expected result:
I expect chrome://version to be pasted into the URL bar

Actual result:
I get the Chrome version number pasted into the URL bar.  This happens if I try to paste into other apps, too.

As a work around, at step:6: Do Cmd+A and then Cmd+C to Copy.
