scaled html5 video on canvas blurry & wrong size

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:

load in html5 video
copy a frame to a canvas
scale the canvas and the frame the same amount
notice that the scaled canvas is blurry around the edges and slightly larger than the scaled video.

What is the expected behavior?
Expected the canvas and the video look identical when scaled

What went wrong?
The canvas video looks blurry and is slightly too large when scaled

Does this work in other browsers? Yes

Chrome version: 62.0.3202.94  Channel: stable
OS Version: OS X 10.13.1

Also noteworthy: the video painted to the canvas is darker, even when not scaled.

Able to reproduce this issue on reported version 62.0.3202.94 and on latest canary 64.0.3276.0 using Mac 10.12.6, Windows 10 and Ubuntu 14.04 with steps mentioned in comment#0. i.e; Very slight change of size is seen

This issue is seen from M50[50.0.2661.0]. Hence considering this issue as Non-Regression and marking as Untriaged.
