Chrome native UI / Views should support live regions |

Issue descriptionTwo examples: * Zoom dialog (that pops up when you press Ctrl Plus / Minus * Volume / brightness sliders on Chrome OS These are kind of like web live regions. It'd be cleaner to just annotate Views that are like that, rather than forcing Views to fire all of the right events and sometimes keeping track of extra state. This depends on finishing the event refactoring: 699438

Another potential advantage: that could enable ChromeVox to do more intelligent rate-limiting - for example the wifi connection announcement is really annoying, it could throttle that announcement when it keeps happening.
