Chrome opens two windows on startup

Issue description

Chrome Version: (copy from chrome://version) 62.0.3202.94
OS: (e.g. Win7, OSX 10.9.5, etc...) Linux Desktop

What steps will reproduce the problem?
(1) Startup Chrome

What is the expected result? One window opens

What happens instead? Two windows open

Note: In Settings > On Startup I have only "Open the New Tab page" checked off.

Let me know if you need more logs/info.

Unable to reproduce the issue on Ubuntu 14.04 using chrome reported version #62.0.3202.94 and latest chrome version #64.0.3273.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Installed chrome stable build and launched it.
2. Observed that only one window opened as expected.
