In the System Tray, if a Cellular modem exists with no SIM card, we show:
Mobile data        <toggle>
<icon>

The second line looks odd with no carrier / network name avaialble.

We should either:
* Not show the extra line of text
* Show 'No network' like we do in the Settings page
* Show 'Missing SIM card' (similar to what we do in the Settings page)
