Regression : Unnecessary black background is seen on clicking on Apps in Google Play store

Issue description

Chrome Version: 64.0.3272.0/10145.0.0 dev-channel Celes
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user -> Launch chrome, Open Play store 
(2)Now open any app -> Observe unnecessary black background is seen (Please refer video)

Expected:No such black background should be seen
Actual: Instead black background is seen

This is a Regression issue as same is working fine in M-63 Celes

@khmel : please confirm the Issue

I have heard last week that the PlayStore wants to change their app to portrait only (UX told me).

Looking at the first video it looks like that they must have started to do so. (starts around 17 seconds).

PLEASE put these issues into buganizer as they are 100% ARC++ related.
