Failure to launch

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Click on Chrome Canary icon 
2.

What is the expected behavior?
The browser should, and used to, launch virtually instantly.

What went wrong?
A blue circle is visible for a second or so as the browser attempts to launch.  The circle then disappears and the browser does not open. I have uninstalled and reinstalled twice, without any improvement.  The problem arose within the last day.  Prior to that the browser had operated in a stable manner. 

Crashed report ID: No.  Unable to lauch at all

How much crashed? Whole browser

Is it a problem with a plugin? N/A 

Did this work before? Yes Not able to determine

Chrome version: 62.0.3202.94  Channel: stable

Tested the issue on windows 10 using chrome canary M64 #64.0.3273.3 and chrome stable M62 #62.0.3202.94 and issue is not reproduced.

Able to launch the browser on clciking the chrome icon and works=ing as expected.

Attached screencast for reference.

@ stephen.sandys-- Could you please check attached screencast and confirm us if we have missed any steps in reproducing the issue and also please try in fresh chrome profile without any extensions and flags enbaled and provide us more steps for better traiging.
