Regression: Glimpse of scroll bar is seen on chrome://settings/searchEngines.

Issue descriptionChrome Version: 64.0.3273.3 (Official Build) (cohort: Stable)a744f5bc8c754f758051a06d3ca0e6415c769d99-refs/branch-heads/3273@{#4} (32/64-bit) OS: Win(7,8,10), Linux(14.04 LTS). Pre-Condition: Add 7-8 search engines in 'Other Search Engines' Steps to reproduce: 1. Launch chrome, go to chrome://settings/searchEngines. 2. Click on back arrow icon and observe. Note: There is no scroll-bar seen for 7-8 added search engines. Actual Result: While navigating back, glimpse of scroll bar is seen. Expected Result: While navigating back, glimpse of scroll bar should not be seen. This is regression issue broken in ‘M-64’ and and will soon update the bisect info. Using the per-revision bisect providing the bisect results, Good build: 59.0.3063.0 (Revision:461929) Bad build: 59.0.3064.0 (Revision:462305) You are probably looking for a change made after 462210 (known good), but no later than 462211 (first known bad).
