when user attached a external keyboard and caps key pressed, ARC client can not receive the KEYUP event

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36
Platform: 62.0.3202.97

Steps to reproduce the problem:
1. attached a physical keyboard and run a "keyevent display" arc application
2. press the "caps lock" button or "shift" (left) button
3. the keydown event is OK but never receive the keyup event.

What is the expected behavior?
receive the keyup event to make sure all arc apps works well

What went wrong?
you can see so many keydown event but never keyup event and the event repeat so many times:

KeyDown:      action=0 code=0 repeat=59 meta=0 scancode=20 mFlags=8 label='' chars='null' number='' 
KeyDown:      action=0 code=0 repeat=60 meta=0 scancode=20 mFlags=8 label='' chars='null' number=''

OS Version: OS X 10.12.6
Flash Version: 

you can install your own keyEvent detect ARC application and use a external physical keyboard to verify this issue.
