[css-grid] wrong Automatic Minimum Size for grid item that spans 'auto' and '1fr' tracks

Issue description

Chrome Version: 64.0.3269.3 (Official Build) dev (64-bit)
OS: Linux

What steps will reproduce the problem?
(1)load the attached testcase
(2)
(3)

What is the expected result?
the grid item (green) should overflow its grid area and cover the entire
content area of the grid container

What happens instead?
the grid item either doesn't have its Automatic Minimum Size[1] calculated
correctly (it should be its 'content size', which is 100px); or it's clamped
to its grid area (40px) for some reason (clamping shouldn't be applied in
this case)

Yes, I believe we're not checking properly the part of the spec about:
> if the grid item spans only grid tracks that have a fixed max track sizing function

I think we're only checking this for non-spanning items, but not for spanning ones.
I'd need to investigate it deeper.

I'm attaching another test case to check both axis columns and rows.
The result should be a 100x100 green rectangle
but currently it's a 20x20 one in Chromium, Safari and Edge.
And a 100x20 one in Firefox, so something seems wrong there too.

We've doubts about the behavior of flexible tracks with spanning items
that are being discussed with the CSS WG at:
https://github.com/w3c/csswg-drafts/issues/2177
