Disallow pages to choose their own fonts, enforce user custom font

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.52 Safari/537.36 Example URL: Steps to reproduce the problem: Many pages choose their own fonts, even web font (need to download from remote). What is the expected behavior? What went wrong? Their chosen fonts have low legibility, reduce the accessibility. If they use web font, it waste the bandwidth. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? No Does this work in other browsers? N/A Chrome version: all Channel: n/a OS Version: 10.0 Flash Version: Add an option to enforce user custom font in [chrome://settings/fonts]. And this feature should not break icon fonts (https://bugzilla.mozilla.org/show_bug.cgi?id=789788).

The settings in chrome://settings/fonts are not meant to override fonts in the page. They just set default fonts for some font families. That behavior is not a bug. Triaging this issue as an accessibility feature request rather than a bug.
