DevTools: computed style makes devtools ui lag

Chrome Version:64.0.3272.0/10145.0.0 dev-channel Peach-Pit,Celes,Wolf
OS:Chrome OS,Ubuntu 14.04,Windows 7

What steps will reproduce the problem?
(1)Sign into user >>Open Devtools >>Click on 'Customize and control Devtools' >>Undock into separate window and Observe

Actual:While Undocking into separate window, delay is seen with blank traces of devtools page
Expected:Instead, no such delay with traces should be seen.

Issue is also seen on Windows,Linux OS

Able to reproduce the issue on Windows 7,Ubuntu 14.04,Mac OS 10.12.6 using latest Canary #64.0.3272.0 dev

Using per-revision bisect providing the bisect results:
