Issue description

It's currently flaky on:

- Linux Tests
- Linux Tests SANDBOX
- Linux - Future
- Win 7 Tests x64 (1)
- Win7 Tests (1)
- and some try bots

Looks 695241 and 689662 are related, but to make it easier to see that it's about the test case, I've created a new one.
