desktop-pwas: Stop intercepting some FOREGROUND_TAB navigations

The following actions result in a FOREGROUND_TAB navigation that we shouldn't capture:
1. Ctrl + Shift + Click
2. "Open in new Chrome tab" inside an app

We should keep intercepting the following actions:
1. Ctrl + Click inside an app
2. target=_blank navigations
3. window.open()
