Issue descriptionSteps to reproduce the problem: 1. try to open https page without network What is the expected behavior? We don't have "Your connection to ... is / is not encrypted" What went wrong? We have wrong information Did this work before? It's not duplicate, because it's in different code part and different browser window. I cannot edit title for old bug to make it more generic.

Marking as Untriaged so security indicator team picks this up. It's not clear to me what's happening with this bug.

identify is not verified + we don't have network -> in this situation it's not logical to say, that connection is not encrypted (packets didn't went outside device) and we should hide this information.
