Canary does not start

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3269.3 Safari/537.36

Steps to reproduce the problem:
1. Uninstalled it
2. Reinstalled it
3. Still not starting

What is the expected behavior?

What went wrong?
That's the one thing i do not know.

Did this work before? N/A 

Chrome version: 64.0.3269.3  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 27.0 r0
 
can repro with newest build of canary on Windows 10.0.14393 Build 14393

Same here, Canary version 64.0.3273.0, OS version Windows 10.
