Enable smooth scroll on DevTools Network panel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.52 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools Network panel, record enough item
2. Scroll the item list

What is the expected behavior?
Smooth scroll

What went wrong?
Jump, no smooth scroll

Did this work before? No 

Chrome version: 63.0.3239.52  Channel: beta
OS Version: 10.0
Flash Version: 

You `preventDefault()` and manually change `scrollTop` when `wheel` event happen.
Don't do this, let Chrome native handle scroll.

Unable to reproduce the issue on reported version 63.0.3239.52 and latest Canary 64.0.3275.0 using windows 10. 

Please find the screen-cast and let us know if we have missed any steps in the process of reproducing the issue
Also please provide the sample URL that would help us in Triaging the issue from TE-end

Unable to reproduce? Your screen record clearly show current item list scrolling is jump by step, not smooth like normal webpage scrolling.

DevTools: partial smooth scrolling for Network panel

Network panel currently "translates" wheel events into
"set the new scrollTop" for its viewported scrolling.

This CL makes wheel events translate into smooth scrolls.
If all wheel ticks were smooth with scrollBy, consecutive
ticks would cancel each other out, so a burst of wheel
events will revert to instant jumping.

Verified the fix on Windows-10 using Chrome version #69.0.3487.0 as per the comment #0.
Attaching screen cast for reference.
Observed the smooth scrolling in DevTools Network panel.
Hence, the fix is working as expected. 
Adding the verified labels.
Note: Able to reproduce the issue on chrome version 63.0.3239.52
