Copying ligatures from PDFs omits characters

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 9901.66.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.82 Safari/537.36

Steps to reproduce the problem:
1. Create a Google Doc and type efficiency
2. Save the document as a PDF
3. Open the PDF in Chrome
4. Highlight the word
5. Paste the copied text

What is the expected behavior?

Couldn't reproduce this. I tried with Space Mono, which uses a ligature for "fi", but even then the ligature is converted into 'f' and 'i' when a pdf is saved. The pdf I obtained is attached.

Can you provide a link to a Google Doc that showcases this error and the pdf file generated?
