Lagging when resizing

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.52 Safari/537.36

Steps to reproduce the problem:
1. starting the chrome
2. while resizing system lags af
3. 

What is the expected behavior?
it was properly working on 10.12 sierra but after upgrading its not working properly of APFS

What went wrong?
Chrome is lagging a lot while minimizing and maximing and taking too much CPU & GPU uses.

Unable to reproduce the issue on reported version 63.0.3239.52 upon upgrading and fresh installation using Mac 10.13.1

Could you please retry the scenario by removing all extensions.

If the issue stills persist, it would be great if you could provide chrome://gpu details and a ""memory-infra"" trace.
When the system gets in this state:

Please follow below steps
1) Navigate to about:tracing
2) hit ""record"" in the upper left
3) select """"manually select settings""""
4) Make sure all checkmarks are clear other than ""memory-infra"" in the right column
5) hit record and allow the trace to run for ~30s before stopping it.
6) save the trace (upper left-hand corner) and attach here

Looking at the about:gpu, I see that it says gpu raster is disabled because of problems on High Sierra. This sounds like an upgrade from sierra to high sierra caused it to be disabled and software is noticably more expensive.

Is this reproducable? Is this a card we can support?
The GPU is Nvidia Geforce GTX 750ti.
NVidia cards on High Sierra have severe rendering issues ( bug 773705 ), and I think that disabling GPU raster across these devices is unavoidable. From other bugs ( bug 784938 ), I wonder if this is a case where IOSurface usage is slow on discrete GPUs for SW raster.
GPU triage: Is there any action needed for this bug?
